新世代照明の光源として普及が進むLEDは、日本が世界的に先導して開発を進めてきた半導体技術に基づいた製品です。欧米はもちろん、アジア諸国においても、LEDの有望性に着目し、積極的な技術開発や生産能力の拡充が図られつつあります。その結果、LED照明を巡る国際競争は激化しています。消費者の混乱を避けるためにも、良い性能のLED照明を市場へ普及させることが必要となってきています。国際エネルギー機関（IEA）は2009年に先進13カ国が参加する「電気製品の効率向上」プロジェクト（IEA 4E）を立ち上げ、2010年9月にはLED照明に対する消費者の信頼を勝ち得て、健全な市場を育成するために、「LED照明の国際標準化を進める際の枠組みの構築」を目的とした分科会（SSL Annex）を設けました。
　その分科会（IEA 4E SSL Annex）が2011年3月上旬に日本で開催されます。この機会に、世界各国から集まった分科会メンバーや関係国政府担当者、さらに産業界代表を交え、政策立案者や規格標準化専門家、研究者、エンジニア、消費者などを対象にしたシンポジウムを開催します。この分科会の進捗状況や将来の展望、欧・米・アジア地域における標準化戦略などの発表を中心にプログラムを構成します。LED照明の国際標準化を推進するための枠組みや現状を知る絶好の機会です。ぜひお見逃しなく。

LEDs which are becoming diffused as a new generation light source are products based on semiconductor technologies in which Japan has advanced their development ahead of the world. Not only Europe and the United States but also Asian countries have focused on the prospectivity of LEDs and are proactively developing technologies and expanding production capability increasingly. As a result, the international competition for LED lighting is being intensified. In order to avoid confusion among consumers as well, it is now necessary to diffuse high quality LED lighting into the market. In 2009, the International Energy Agency (IEA) launched the "Efficient Electrical End-Use Equipment (IEA 4E)" project in which 13 developed countries are participating. In September 2010, an Annex (SSL Annex) was established for the purpose of "framework construction for international standardization promotion of LED lighting." aiming for acquisition of consumers' trust on LED lighting and cultivation of a healthy market.
The Annex (IEA 4E SSL Annex) will be held in the beginning of March 2011 in Japan. Taking this opportunity, a symposium for policy makers, experts in standardization, researchers, engineers, consumers, etc. will be held with members of the Annex, persons in charge of related-country governments, and industrial representatives gathered from various countries around the world. The programs in this symposium will mainly consist of presentations such as the progress and prospect of this Annex and standardization strategies in Europe, United States, and Asian countries. It will be the best opportunity to know the framework for international standardization promotion of LED lighting and the current state. Please do not miss this chance.

拡大する 　IEA（国際エネルギー機関）の活動の一環である電力の最終利用機器である電気製品の高効率化を目的とした国際協力協定「Efficient Electrical End-use Equipment:4E」を2008年3月に発足。 　その中で固体素子照明（Solid State Lighting:SSL）の高効率化を目標にしたSSL Annexを設け、照明の性能測定方法の国際標準化をテーマとして取り上げ、国際的な試験所認定制度や製品の認証制度の確立を図っている。 　IEAが標準化そのものの作業をすすめるのではなく、各国政府にその道筋を示して国情に見合った標準化・法制化を推進させようとしている。 　産業界からは世界各国の主要メーカー団体で構成するGLF（世界照明フォーラム）でLED照明の性能に関する標準化に向けた共同声明を発表している。 What is IEA 4E SSL Annex? The IEA Implementing Agreement on Efficient Electrical End-Use Equipment (4E), an international cooperative agreement, was set up in March 2008 with the purpose of improving the efficiency of electric products, or electrical end-use equipment, which is part of the activities of the IEA (International Energy Agency). Under the agreement, the SSL Annex was established with the target of improving the efficiency of solid state lighting and the international standardization of the measurement method of lighting performance was set as a theme. Thus, efforts are being made to establish an international accreditation system of testing laboratories and certification system of products. The IEA itself is not working on the standardization. Instead, the agency works to lead the way forward to the governments of various countries to urge them to promote the standardization and legalization according to their respective country situations. In the industrial community, the GLF (Global Lighting Forum), consisting of major manufacturers’ organizations in the world, has announced a joint statement toward the standardization of LED lighting performance.
